* Cap the maximum snaps a client can request at the server framerate rather
than a hard-coded 30 (from misantropia). I'm slightly nervous about this since it changes the behaviour versus 1.32b in that a client requesting e.g. 25 snaps will actually get 20 (default sv_fps) with this patch applied. I'm not sure why anyone would want this though -- it may even destablise their inter/extrapolation.
