Testing upgrade/migration to v0.4 in qa.fatcat.wiki

Steps:
- git checkout bnewbold-v04 branch
- run diesel SQL migration: time diesel migration run
- cargo build: time cargo build --release
- restart fatcat-api
    => is website is still responsive? yes
- pipenv update: time pipenv install --dev --deploy
- restart fatcat-web
