Old libconfuse version 2.6 is from year 2007 so bump to version 2.7
Updated download URL in libconfuse.mk / Config.in
Removed libconfuse-2.6-dont-use-werror.patch
Changed := to just =

Now that those values are passed at the autotools infrastructure
level, there's no need for every package to pass inconsistent values.

A C library will have been built by the toolchain makefiles, so there is no
need for packages to explicitly depend on uclibc.
