elf2flt: fix build when zlib is not installed on the host

For a reason that's fairly unclear to me, Peter added a '-lz' link flag to the elf2flt.mk build in d5664ee99 ("elf2flt: fix link"). However, the zlib library may not necessarily be installed on the host machine, so we should depend on host-zlib, and pass the appropriate LDFLAGS. This is what this patch does. elf2flt: fix after conversion of binutils to package infrastructure

The CONFIG_UPDATE macro is no longer defined in package/gnuconfig/gnuconfig.mk, but instead in package/Makefile.autotools.in. It it also changed a little bit to take the directory of the package sources as argument, and the AUTOTARGETS infrastructure is updated to use this macro. sh: Fix Buildroot sh targets to match gnuconfig targets

sh2eb and sh2a_nofpueb gnuconfig targets are no longer supported in Buildroot. This patch replaces these Buildroot targets with sh2 and sh2a respectively, and adds sh4a targets as these are widely used. buildroot: silence ./configure step when building with 'make -s'

We have been passing -q to ./configure when using 'make -s' for packages using Makefile.autotools.in for some time. Do the same for packages using autotools, but not using the Makefile.autotools.in infrastructure, taking care to not do it for packages with hand written configure scripts.
