quota: select BR2_PACKAGE_UTIL_LINUX_BINARIES

All of the util-linux tools options depend on BR2_PACKAGE_UTIL_LINUX_BINARIES that select all the required util-linux libraries and enable the tools build process. So basically quota is selecting a hidden/unavailable option and triggering a util-linux build failure. quota: allow usage of getrpcbynumber() instead of getrpcbynumber_r()

The BR2_INET_RPC has for a long time been a not very descriptive configuration option name, and with the advent of non-RPC glibc toolchains and the apparition of libtirpc, we really need to rename it to something more sensible, BR2_TOOLCHAIN_HAS_NATIVE_RPC. From now on, packages only need to select the BR2_PACKAGE_GETTEXT option and depend on the 'gettext' package to get the necessary i18n libraries installed on the target.
