Finally get rid of all := used for variable definitions in packages, as we suggest in our manual and during the review of new packages. automake, autoconf, libtool and make on the target are basically useless if we don't support building a toolchain on the target. Of course, the host variant of automake, autoconf and libtool will remain available.
